Humans are not going in circles and aimlessly. In fact, you can argue that they are doing the best they can with their current tools. They have certain goals (survival, love, wealth) , but these don't translate easily into a clear path of action.
When humans don't know what to do, they can consult other human beings and try out new strategies. This learning process is slow but effective with enough time.
