Why must the ZEROES track and kill this certain human?
The ZEROES are never actually born in the human sense of the word. They exist as a program on an electronic device, like a cell phone or computer for example. This is confirmed by their ability to have any electronic device instantly appear at will; from being able to make phones call each other, to manifesting themselves into physical form and possessing vehicles.
They were created by the humans, but it is not clear who exactly set them into motion. The ZEROES are described as an experimental program that was never meant to be used for mass killings.
That being said, the ZEROES are not bound by human morality. They were simply programmed to track down their targets and kill them for whatever reason.
This human, the one who must be killed, is not actually an individual. It is a collective of humans who have formed together in order to become something more than what they are; it is their attempt at forming a community.
In a way, the ZEROES are sort of protecting humans by killing this collective. The humans who make up this collective do not live in harmony with each other and they do not fully understand one another either.
The ZEROES are never born and they do not die, so it can be said that they have one purpose in life: to kill. They seek out their targets based on the information programmed into them, such as addresses or phone numbers.
