Plum Pudding Model, as the name suggests, is based on a pudding. The pudding has raisins in it – plum part of the model. The second reason is that we have seen many things in the past, which are not compatible with such a substance. Things like quantum mechanics and string theory can be used to explain what happens in our universe without any need for such a 'substance' to exist.
Another reason is that since we don't have any proof for it, such a 'substance' can be anything. And there are many 'possible things', and all of them could give rise to universe like ours, which would mean everything was possible.
The last reason is that we have no idea about this 'substance' and its properties. We can only speculate about it based on our observations.
