I hypothesize that the safest way to maximise the utility of humans is through a form of direct democracy which uses deliberative polling.
This form of direct democracy uses deliberative polling to implement the policies which are voted by humans in a fair and equal manner.
The main advantage of this form of democracy is that it would allow for the maximisation of human utility, and also be democratic.
