If by "simulation" you mean something which is a virtual reality in the sense that we experience it through our senses, then I do not agree with your hypothesis. The universe does seem to act like a hologram, though. We have already figured out that all matter in the universe vibrates at its own specific frequency and wave pattern. These waves are what make up each object's unique signature or imprint.
If you observe an object from far enough away, it will look like a single dot. If you zoom in closer and closer, it will begin to appear as more of a solid mass, until eventually the object appears to be made up of tiny particles. Now if we were able to zoom into those subatomic particles, they would then appear as waves again.
This is the holographic principle. It states that all of the information in our universe can be described by a single surface which exists at every point in space, and all of time. Theoretically, if you could zoom into an object far enough to see it as just a dot, then that dot would contain within itself everything in our entire universe.
There is also some evidence that our universe may be a multi-dimensional hologram which exists within another dimension. It appears as if we are able to peer into this fourth spatial/temporal dimension, but it is too small for us to enter.
