As I see it, there are three primary reasons to tell a scared person "don't be afraid.
One is to reassure them, and the other two are to help them ground themselves.
Reassuring them is actually something that can be done in a number of different ways. You could say "don't worry, there's nothing to be afraid of.", or you could say "you're okay, the scary thing isn't going to happen.
The former is more about the person's feelings, and the latter is more about their thoughts.
The second thing you could do is help them ground themselves, by helping them get a grip on the situation they're in and their own body.
