The first method of optimisation was to have a leader, someone who would make decisions based on the needs and desires of the group. This tends to work well for small groups, but as soon as they grow larger than 100 people or so it becomes increasingly difficult for one person to understand everyone else's wants.
So, the group began to elect leaders that they believed would make decisions in their collective best interests. This is usually better than a single leader.
Eventually, it was discovered that as a group grew even larger there was still an issue with communication between the leaders and the general mass of members. The people who were elected to be part of this leadership structure began to develop their own separate hierarchy within that structure.
As time passed, it became apparent that these leaders were not always acting in the best interests of the people they represented. This is because as humans we are prone to many more emotions than any other type of species on this planet.
