A country is not a separate entity from its people. It consists of the individuals that make it up, and if we are talking about sanctions then it isn't even clear what this means in practice when you consider that each person has his or her own individual mind and will.
If you're talking about individual people being sanctioned then the real question is why they are being sanctioned. If we can answer that, we can decide whether sanctions are a good idea or not.
It seems to me that the only reason a person would be sanctioned is because they have done something which harms others. If we can get rid of this harm, then there is no need for sanctions.
If we look at what it is that harms others, there could be many different factors which are involved in this. We have to understand the whole context and situation.
For example, you could be sanctioned because of the actions you've taken. However, sometimes your intentions can be misinterpreted and cause harm to other people in spite of the fact that it was not your intention to do so.
We can look at all the contexts in which harm takes place and try to figure out how we can prevent this. If we've done something wrong, we should apologize and show that it won't happen again.
