One can be best by having the most information. It is not necessary to have information about everything that exists, but it would still make you better off than someone who doesn't have any of those things.

For instance, one could have information about the best way to accomplish a task. They may not know every way possible to do it, but they would still be able to perform their task better than someone who doesn't have any of that information.

Having information is only a way to be best, but being able to act on that information in the most efficient manner possible will also give you an advantage.

For example, knowing the best way to get food. If you can find a source of food that is not being used by another animal, it will give you an advantage over someone who doesn't know where to find food.

In the case of humans, having knowledge of how to use tools, agriculture and so on will give you an advantage over those who don't.
