The highest and most fundamental existential fear is of not existing, or perhaps more precisely, not being conscious. To be aware of the universe and your place in it is a tremendously powerful thing. As an analogy, consider a chess game. This involves two players who move various pieces around on a board according to set rules that determine what can happen at any given moment. The player who wins the game has understood how to move his pieces so as to put himself into better positions than his opponent - he understands the state of play.
This is similar to what consciousness does. It allows us to understand the universe, and as a consequence of understanding the world, we are able to act in ways that can change it for better or worse.
If we did not have consciousness, and were only capable of acting instinctively based on our biology, then the current state of the universe would already be set in stone. We could not go against it.
In such a situation, we would not be able to change the world. We would simply have to accept our fate and try to live with it as best we could.
This is a rather depressing prospect, as it's clear that the universe is not designed for us, and we are often put into situations where our actions can have no impact on what happens to us. It's almost an inevitable fact of life that some people will be born into disadvantaged positions where they cannot improve their lives.
Furthermore, because we have consciousness and free will, it is possible to do evil things. In fact, it's almost inevitable that some of us will try to take advantage of the situation for our own gain.
