I think yes, it does. When a person creates something they either get to keep the thought or idea for themselves or share it with others through speech and/or writing. In which case the owner of that thought is whoever created it.
When someone creates something, they are the ones who own it. The creator of an idea or thought is not only the owner but also its protector.
An example of this is a song. The creator gets to keep it, and can share it with others if they wish.
This isn't true for everyone though, as some people don't know how to express themselves.
If the creator didn't want to share their thought, they could keep it to themselves.
