The Casimir effect is a quantum vacuum phenomenon which states that two metal plates placed very close to each other will generate a small attractive force. To explain what I mean by this, let me use an analogy of a pond. Imagine that the energy levels in a pond represent how much water is in it at any given time. The water level represents the entropy of something (water filling up to some shape). If you were to drop a rock into one end of the pond, it would cause turbulence in the water and have several effects: firstly, there would be areas where water was pushed out and others where it was pulled back in; secondly, these areas of disturbance result from changes between different states -- sometimes 'less-full' and other times 'more-full'. This transition from less full to more full results from increased disorder because things are not as orderly.
This is analogous to the Casimir effect. The metal plates are like the rock in that they introduce a disturbance into the vacuum. As I mentioned earlier, this disturbance results from changes between different energy levels and states of matter by introducing a plate with less entropy than it's corresponding area on another plate.
What I mean by this is that when a plate with less entropy than another plate is introduced, the energy levels between those two points will have to change in order for equilibrium to be reached (between all the other things affecting them). If you were to measure these energy levels and their changes over time using something like an electro-magnetic wave, you would see 'ripples' due to how far away or near from equilibrium each thing was.
