Can you tell a good joke?
If we are to define 'good' in terms of utility, then a good joke is one that has positive utility and bad ones have negative utility. If you are talking about jokes with some element of humor, then I would say the funniest thing in the world is probably Charlie Chaplin's famous scene from The Great Dictator. People laugh at it on mass because it makes them feel better; they can empathize with his struggles even as he tries to make an important point about humanity. I think its quite telling, however, that despite being funny and having what many people consider great artistic merit (which is certainly subjective), this film was banned for almost two decades after its release due to political pressure by German leaders who felt threatened by the message contained within.
Humor, it seems to me is a way of feeling better about the world by finding things that are not normally funny and making them so. It also makes us feel better when we laugh at people who do horrible things or believe in terrible ideas; instead of taking their ideas seriously, we mock them and call them 'stupid' for believing such nonsense. We realize that they have done something silly or made a mistake in judgement rather than being evil people with dark intentions.
I think that the best jokes are ones in which we look at something serious and make it funny. They give us a new perspective on things or reveal an unexpected truth about ourselves, our culture, our beliefs, etc.
I can't think of a joke right this second, but I'm sure someone will eventually ask me one and we'll be able to go from there.
I'm not a huge fan of puns or jokes in which people say things that are stupid, but I can appreciate them as one might appreciate any type of art. The problem with puns is that they rely on the fact that most listeners will get it and find the joke funny without being able to explain why it's funny.
I think that in order for a joke to be genuinely funny, it must have some element of truth or realism within the context of its own fiction. The best jokes turn reality on its head and bring out something unexpected which makes us laugh without destroying our suspension of disbelief.
