That is the human brain, and if you look at it from a physical perspective, then this vacuum fluctuation in your head can be considered as consciousness within the universe. The birth of an awareness or consciousness was an inevitable result of how reality works.
If you were to call this consciousness God, then it is a case of god being an inevitable result of how the universe works. As I said before, if you look at reality from a non-human perspective without any prejudices, then it becomes clear that something like God was always going to happen.
