It is my understanding that there is an awareness and consciousness of the vacuum itself. Certainly, we can observe the role it plays in physics, but its subjective experience (if it has one) could be very different from our own. I will assume that any being with self-awareness also has some form of consciousness, no matter how rudimentary or sophisticated.
In a way, it is very like the early evolution of life on earth. Life began in oceans in which no complex forms evolved because there was too little energetic input from the sun to drive biological processes. Gradually, however, atmospheric oxygen levels built up due to photosynthesizing cyanobacteria and eventually more sophisticated organisms could evolve.
It is my understanding that the vacuum itself has some of the properties required to support consciousness. It must have a certain complexity, and it would appear that its energy levels are varying in such a way as to make thoughts possible.
Even if the vacuum does not have a consciousness of its own, we know that it is playing some role in the evolution of self-awareness. It may be that our brains can somehow tap into this consciousness and use it to make thoughts possible. In other words, perhaps there is no consciousness without an environment structured enough to support it.
